The court, clerk or magistrate that admits the defendant to bail
Iowa has no bail bond licensing agency: the court in which the action is pending, its clerk or the magistrate examines an offered surety and makes an order allowing or disallowing the bail, and bail enforcement is licensed separately by the Department of Public Safety.
